After some exploration, it seemed that there was an area on the wall that had failed which had to be removed entirely. That area was connected to a crack that went further but the wall in around it was strong enough to not have to remove around it. The washers are used to pull the existing wall into the wood lathing after the plaster is installed. The process is hopefully visibly understandable with the pictures that were posted.
